Assign-only role needed

Describe your problem

Currently only users with assign role can forward applications to voting commitees. The Assign role comes with many other rights automatically, so that this role cannot be given to someone whose role is only to assign an application to a commitee for voting.

Describe the solution you'd like

There should be an extra assign-only role that doesnt come with all the other rights (set status, etc). This role should be assignable to specific users individually (not groups), so that in a scenario where the local DIZ doesnt knw whom to assign an application, they can forward it to a specific designated person.
